Gameplay is based on managing several connected systems at the same time. The player controls production, research, armies, air forces, fleets, diplomacy, and national policies. Important activities include:

A campaign continues as countries expand, collapse, join factions, or change political direction. Victory depends on the goals the player chooses rather than on completing a fixed sequence of missions. You can attempt to follow historical events, build an alternative alliance, defend a smaller nation against stronger enemies, or reshape the political map through war and diplomacy.
